The thing about the 'States' having the right to offer iGaming can be looked at in several ways. Several States (approx. 15 plus DC) here also decriminalized or in other ways allowed the use of medical marijuana as 'legalized Medical Marijuana'.
The point being now though, is that even as the State of California had legalized Medical Marijuana for years, the DOJ is back on the crack-down or 'crak-pipe in our opinion' as the Department of Justice recent policy memo issued this past June to federal prosecutors stating that marijuana dispensaries and licensed growers in states with medical marijuana laws could face prosecution for violating federal drug and money-laundering laws.
So there again, The US DOJ is trying to re-write and interpret it's own meaning into the State laws. So even if the States decide to legalize online gaming within their own borders, there's no telling what our friends in the DOJ will do with that.
It's a major quagmire over here guys and the way things look, it may be another decade before legalized online gaming is put to the test. The greedy politicians are in no hurry as long as they can keep their pockets lined with the lobby and campaign dollars!
